Our team is dedicated to empowering entrepreneurs, startups and businesses with the resources, mentorship and connections they need to succeed. As part of the Howard County Economic Development Authority (HCEDA), we bring together experienced professionals who are passionate about fostering innovation, collaboration and economic growth.

Pauline Shiu

Pauline Shiu is a builder, connector, and champion for entrepreneurship who thrives at the intersection of innovation and community. As Head of Innovation for the Maryland Innovation Center (MIC), she leads with a deep belief that supporting bold founders and fostering meaningful connections can transform not just companies, but entire economies.

Her experience spans over 20 years with technology start ups and global enterprises, alike. Across every stage, the throughline has been her commitment to solving real problems through innovation, strategic marketing, and people-first leadership. Known for her energetic and empathetic approach, Pauline brings firsthand entrepreneurial experience as the founder of Spark Consulting, where she helps startups and small businesses with strategic go-to-market guidance. She also serves as a startup advisor with FounderTrac, supporting early-stage founders on their growth journeys.

As the Head of Innovation, Shiu is focused on creating a collaborative, founder-focused culture that accelerates growth for the companies it serves, as well as the larger community and ecosystem — providing resources, access, and a sense of belonging to the next generation of business leaders.

Pauline received her Bachelor of Arts degree from Purdue University and calls Howard County home, where she cheers on her two children as they play travel sports, enjoys the great outdoors, and frequently checks out new restaurants around town.

Jillian Joseph

Director of Client Services

Areas of Responsibility: Maryland Innovation Center Membership and Operations, Facilities

Jillian Joseph leads Maryland Innovation Center's Client Services team. Jillian is responsible for overseeing each company’s journey at the Maryland Innovation Center, from onboarding to graduation, ensuring a stellar customer experience every step of the way. Jillian manages the day-to-day operations of the Innovation Center, and supervises Maryland Innovation Center's administrative personnel for quality service. Jillian also plays a pivotal role in supporting the organization’s overall strategy by gathering, maintaining, and reporting member data and progress.

Jillian brings with her a wealth of experience in community development, marketing, and client relations. She has held client service and sales director positions in Washington, DC and New York City, but her most recent work in her native district showcases her commitment to the Howard County business community. As Executive Director of the Ellicott City Partnership (ECP), Jillian was instrumental in stewarding relationships with stakeholders in Old Ellicott City to stimulate economic activity in the aftermath of two devastating floods and a global pandemic. Her expertise in sales and customer service, event planning, and small business advocacy makes her a valuable resource at the Maryland Innovation Center. As a Columbia native and proud graduate of the HCPSS, Jillian cares deeply about the success of the local economy, and is honored to be a part of the Maryland Innovation Center community, fostering business growth for startups and providing strategic guidance for small business owners. She attended St. Mary’s College of Maryland where she studied English Literature and Theatre, Film, and Media.

Justin Shaw

Justin Shaw serves as the Director of Programming and Partnership for the Maryland Innovation Center (MIC), where he leads initiatives that foster business growth, investment and innovation. He believes entrepreneurship is more than just building businesses—it’s about creating lasting impact.

With experience as both a business owner and an economic development leader, Justin understands the challenges and opportunities entrepreneurs face. From launching his own custom suit business to helping startups navigate funding, scaling and exits, he is passionate about empowering others on their journey to success.

Justin’s leadership is shaped by his dedication to both professional and personal growth. As a devoted husband and proud father, he appreciates the balance between chasing big goals and cherishing small moments. Through his work at MIC, he is committed to supporting entrepreneurs in turning ideas into thriving companies and driving innovation across Maryland.

Sydnee Neal

Client Services Associate

Areas of responsibility: Room Rentals, Badges, Operations, Facilities

Sydnee contributes to the MIC's exceptional level of service by helping residents, affiliates and guests take advantage of the its programs, groups and community engagement opportunities. She also coordinates and manages several project areas and helps with the extensive background work that keeps the MIC running smoothly. Sydnee grew up and was educated in Howard County.

Korede Sule

Areas of Responsibility: Front Desk Operations, Office Management, Client and Visitor Relations

Korede Sule is a dedicated administrative professional who serves as the first point of contact for the Maryland Innovation Center (MIC) and the Howard County Economic Development Authority (HCEDA). With a strong focus on client service and operational efficiency, Korede helps ensure a welcoming, organized and professional environment for all visitors, staff, and partners.

Korede manages a range of front desk responsibilities, including greeting and directing guests, handling incoming calls, coordinating meeting space access and overseeing mail and package distribution. She also maintains the office’s shared spaces by restocking kitchen supplies, refreshments, and amenities to create a comfortable experience for employees and visitors alike.

With a keen eye for detail and a proactive approach, Korede plays a vital role in supporting the daily operations of both the MIC and HCEDA. Her ability to anticipate needs and provide courteous, responsive assistance contributes to the smooth functioning of the organization and a positive first impression for all who walk through the door.
